According to police report and news reports, the driver was ID'ed by eyewitness and surveillance footage (on freeway), as well as toll booth camera, plus a bit of footwork by local PD.

the do have mounted cameras on the freeway as while as the toll booths. more than likely the peolpe who say the accident gave police the information concerning the vehicle involved. Gov. vehicles are outfitted with video cameras and gps locators. the purpose of the cameras mounted in gov vehicles are to curb the accidents and misuse of the vehicles. local police vehicles also have mounted dash cameras.
