in the control panel you went to add/remove programs and tried to remove it there? If you did, then try going to Start, Right click , go to explore and then try looking in Program Files for Norton's and you can try looking in the same location in (C) drive for the folder named Norton's Anti-virus.
Some times these types of programs like to hide from you and you just have to hunt them down. :-) Good Luck

Norton is hard to remove, and it will fight you.
You must first turn norton security off.
Go to start- run
Type msconfig
click startup uncheck anything relating to norton, symantic, or liveupdate.
Click apply and restart your computer
Go to task manager (hold ctrl alt and delete) , click processes. end anything dealing with symantic, norton, or live update.
Click control panel and go to add or remove progrms
remove norton antivirus
Or go to
C:/program files/symantic
delete everything in the folder

Why do you want to uninstall Norton AV? Do you have a different AV program to install? You don't want to leave yourself with antivirus protection.
If you're sure this is what you want to do, follow this link.
