Good question. Foreman would have been known as a great slugger with limited endurance as proven in his fight against Ali when he punched himself out. He probably would still have been ranked in the top 20 or so I would say but after coming back with a brand new personality and doing something so incredible as winning the title at age 45 showed how truly great Big George is doing something that has never been done before and definetly making him one of the top 5-10 fighters in histrory.

If Foreman never came out of his retirement, the people would only know the REAL Foreman by 70-80%. Foreman showed that he gets better with age and that he could still knock champions out at a supposedly retired age. If he never came out of retirement, he would be ranked somewhere between 28-32. According to The Ring magazine, Foreman is the 25th greatest fighter of the last 80 years.

If he never came out he would be dead on at 25, because of his win over Frazier. But now he is in the top 15 if not top 10 for his win over Michael Moore

He is to old to come out of retirement! As for his place among the great heavy weights I personally think he is the most intimidating fighter ever. I think he would have won a second fight against Ali

He always would be ranked ahead of Frazier. Where is he now? Top 5 definitely, easily could be argued into top 2-3.
