The GPS, or Global Positioning Satellite system is installed, maintained and operated by the US Government. The navigation signals that the system provides are free of charge to anyone who cares to use them.
Some companies who make GPS receivers do charge a subscription fee to customers for using their software and maps but the GPS signals from the satellites are free.

The answer is NO, and I'll tell you why. I think I can see where this is going, from a scientific approach. This is somewhat close to the theory of CELL phones causing problems. It goes back to the EMF theory. This is really interesting. We don't live long enough to find out. SOME finding have said yes. Most, say no. There's worser things to be concerned about. Here's a scary thought I think about. Along the same lines. You know about all the news of troublesome products coming in from China?? Here's something to really think about. ALL the Chinese Micro-Wave ovens, WITH Zip, 0, insullation. THAT's something to worry about. It's effects, are a whole lot quicker, and worser.

Gps manufacturers have to pay for the maps that are installed in their devices but do not pay for receiving satellite position data. The satellite position data would be of little use to us if we couldn't see that position plotted on a map. The price of the maps are part of what you pay the manufacturer when you buy a GPS unit. You can usually get new updated maps about once a year, for an additional fee.

Nobody. The signals are "free" as a service to the public.
Your subscription fee is for the updates, routing logic and such.
