So who's the real warden of hell?

Heaven is being in God's presance.
Hell is being AWAY from God's presance.
Satan was in God's presance until he refused to bow and worship Jesus/mankind. Since Christains make up the body of Christ, Satan is refusing to worship us. His goal is to scatter us away from God and take us out of Christ's body. This scattering will separate us from God. Satan hopes that he can take us all away from God so he can get back into God's presance without worshiping us.
In short, Satan hates us and wants us to disapear from existance.

No, satan is still trying to imitate God to fool the people into worshiping Him, turning Himself into an angel of light for the purpose. Right now He is seducing the nations and tickling thier ears. The nations are fat and happy.

The answer is that nothing happens in hell without God allowing it. In other words, God rules hell. And since the people there are damned, apparently what happens to them doesn't bother him, even though he loves them.
