The 15th is a Sunday, so the filing date is automatically moved to Monday the 16th. Monday April 16th is Patriots Day in Massachusetts, so people in New England and northern New York would not have to file until the 17th as they file with the Andover Mass Service Center. Rather than only allow an extension for those select people, the IRS gave everyone an extra day.

Because the 15th falls on a Sunday..although you think that would just move it 1 day (to the 16th) and not 2...

Taxes are normally due on April 15. However, April 15 is on a Sunday this year, so the deadline moves to Monday April 16. Only problem is April 16 is a Holiday in D.C., so IRS in D.C. is closed, so the deadline was moved to April 17.
