Of course you need insurance. This is the sort of thing that puts everybody else's insurance premiums up. I can't believe someone manages to fill out the form for a provisional driving license but doesn't know they need insurance (I hope you have a provisional license, but wouldn't be surprised if you didn't).

You don't only need insurance if you hit someone, traffic police do make routine stops (especially if you are driving erratically, which is quite a normal occurance for learners). If you got stopped, you would be in a heap of trouble, and would have to go to court. Pleading ignorance (although believable) would not get you very far.

And if I was your brother, I would not let you anywhere near the wheel of my car without insurance (if at all). Sorry if I sound harsh, but people driving without insurance really gripes me.

For leagal reasons you do need insurance as his insurance will only cover himself. If you were to have an accident while you were driving you would be liable for any damage and also any legal points.
If your brother is willing he may be able to add you onto his insurance although it would stand you in good stead with insurance companies to get your own policy, as this will also help you build up your no claims discount.
