About 2 weeks ago I noticed I had small scab-like spots appearing all around my toes.
They don't hurt and I can't feel them but they look awful.
I've tried applying foot cream and picking them but they return.

Any ideas what it is and how I can get rid of it?
Thanks in advance.

The best thing you can do is see a Podiatrist. The doctor will be able to diagnose the problem and give you the correct medicine to treat the problem.

It might be a fungus or else an allergic reaction to something.
see your doctor. If not willing to see physician try a tea tree cream applied to scabs

It could be athlete's foot. I would go to the doctor, and he can give you something to get rid of it.

I'd make an appointment with your doctor and he might recommend a podiatrist (a foot doctor) or a dermatologist.
