My friend is a U.S citizen and would like to take a trip to Barbados later this year. Could credit scores, late bills, not filing taxes, felonies etc....prevent him from getting a passport?

there are no questions as far as criminal convictions but a background check is done. the final decision is up to the state department. such things as unpaid child support, flight to avoid arrest etc might cause the denial of a passport.

If they are wanted by the police for something then they could get stopped at the airport.
I don't see why credit scores or financial problems would prevent you getting a passport though.

If the person has not be filing tax returns, he or she may find the IRS wanting to speak with them. Convicted felons can in some instances be denied a passport and the country being traveled to may not allow the person to enter.

Felonies can be a good reason for gov't not giving a passport. If he hasn't been paying his income tax it will show up when they run his record in the computer. He'll probably be in trouble.
