When you say "be with him", do you mean date him? That's easy, just don't do it.
When you say "be with him", do you mean have sex? If he's forcing you to have sex, that's rape, and you should call the police.

Being forced into having sex with someone is called RAPE, which is (among other things) illegal. Someone that cares about you shouldn't force you into doing anything that you don't want to.
Secondly, you might want to ask yourself WHY you don't want to be intimate with this person in the first place. There is clearly some kind of underlying issue here.

tell him to rack off no woman should be forced into something they dont want if you dont want it then have it and if he trys to hurt you cuts his nuts off and throw them in the river that will do it

Simply avoiding him and his advances will make it clear to him that you don;t like his company. If he continues to stalk you call the police.
