With a full airwing aboard there simply is not room in the hangar bay to fit every aircraft on an aircraft carrier. During heavy weather the aircraft left on the flight deck are parked in such a manor as to minimize wind and wave damage. They also are chained down with extra chains (normal is 12, heavy weather can be 21+ depending on the aircraft) and often have extra covers placed over any opening to prevent water intrusion.

Having done cruises on the Midway, Independence, and Kitty Hawk.... NOT with the Air Wing of the 1980's and 90's.

I haven't done a cruise on the Enterprise or a Nimitz-class... with the "new" Air Wing (missing the A-6 and F-14).

It IS amazing though to see how CLOSE Aircraft are parked down on the Hangar Deck !!

In TRULY foul weather, they try to get as many as possible in the Hangar... and fly off longer-range birds to shore-side bases.

All aircraft can be fitted below the main flight deck on an Aircraft Carrier. Basically the reason is that during high winds (typhoons & hurricanes) all aircraft must be below deck for safety reasons. During this time there are no flights going on or off the carrier.
