For starters cholera is a water borne infection, and if the water has it, it wouldn't matter when you drank the water, or with what, the chances are that water would make you very sick indeed.
As to the chances of diarrhea it depends more on how much of the fruit you eat, rather than drinking water with it. If your body is not used to a food it can give you diarrhea, or if you eat large amounts of fibrous fruit, it will pass through your system faster any way.
For good digestion doctors recommend that you don't drink at the time you eat or for half and hour after, as this dilutes the digestive juices, but that's for all food.

You should really do some research on what cholera is and where it is typically found.
You may drink any time you like. Drinking water and eating foods high in water content is something that is often suggested to people hoping to lose weight. These things tend to help us feel "full" but pass through the body more quickly than more dense foods, are typically lower in calories, and with the high water content are good for reducing food cravings while eating a smaller quantify of food.
High fiber foods can induce gas however, and cause a person to have loose stools, especially if they are not accustomed to eating them.
As with anything, eat and drink in moderation. If you eat so much that you have loose stool, then know to eat less in the future until your body becomes used to this new addition to your diet.
Don't forget to balance your diet with other vitamin rich foods, lean protein, and complex carbohydrates.

I don't think drinking water after eating cucumbers, melons and watermelons will cause diarrhea or cholera. But if you experienced it before, it might be because you have problem with your digestive system.
