I think what you are saying is - in the movies police commandeer civilian vehicles in order to pursue criminals. You want to know if that actually can happen and does it?
Yes in most states there it is a misdemeanor offense to refuse to aid a police officer. (usually they don't toss you out though..)
Yes it does happen but not that often.

It's possible but unlikely. The reason is there are very few beat cops (guys walking the beat on foot) anymore. In order for them to do it now would be to get out of their car. Stop another car and use that car. They can also call for backup and let somebody else chase the car. In other countries where the police don't have all that gear, it's more likely they would do it.
In the U.S., the police have to pay compensation so old dents on your car can become "new" and the police would have to pay for the "damages."

I commandeered a boat once because there was a child in the water in a lake. Never had to commandeer a car though.

yes they get city permits and they do it all the time in LA. what sucks is when they do it when your trying to get to some place and they tell you wait until the shot is done. or if your walking through a film location they tell you to stop until they finish. oh and heres a tip if any of you are ever near a film location and they are blocking the street they cant stop you. the worst that would happen is they will stop rolling and be pissed off and escort you through.
