I found this under a web site. But the meaning fair sex is a gentle woman of good breeding usually but that is an old term. but read down.

He who first conceived of woman under the name of the fair sex probably wanted to say something flattering, but he has hit upon it better than even he himself might have believed. For without taking into consideration that her figure in general is finer, her features more delicate and gentler, and her mien more engaging and more expressive of friendliness, pleasantry, and kindness than in the male sex, and not forgetting what one must reckon as a secret magic with which she makes our passion inclined to judgments favorable to her – even so, certain specific traits lie especially in the personality of this sex which distinguish it clearly from ours and chiefly result in making her known by the mark of the beautiful. On the other side, we could make a claim on the title of the noble sex, if it were not required of a noble disposition to decline honorific titles and rather to bestow than to receive them. It is not to be understood by this that woman lacks noble qualities, or that the male sex must do without beauty completely. On the contrary, one expects that a person of either sex brings both together, in such a way that all the other merits of a woman should unite solely to enhance the character of the beautiful, which is the proper reference point; and on the other hand, among the masculine qualities the sublime clearly stands out as the criterion of his kind. All judgments of the two sexes must refer to these criteria, those that praise as well as those that blame; all education and instruction must have these before its eyes, and all efforts to advance the moral perfection of the one or the other – unless one wants to disguise the charming distinction that nature has chosen to make between the two sorts of human being. For here it is not enough to keep in mind that we are dealing with human beings; we must also remember that they are not all alike.

The fair sex refers to women as oppsed to the make sex Fair meaing in old English culture the more pleasant to look at (not fair as opposed to cheating) NOt really referring to clor of skin either so dont go there even if your culture wants to go there

This is slang for a female. It does not refer to fair in a just sense. It refers to their skin being more smoothe, less course and less hairy than a male's.
