Keep washing your eyes with milk, not water.
Milk binds to the capsaicin molecules in the chili and helps wash it away.
Lean your head over the sink and slowly pour milk into your eyes. Have someone help you if possible.

I completely agree.
Milk absorbs the oils that're in chili powders, making them less painful and almost inert.
Milk will help you. Flush your eyes with milk.
