I would say whichever time suits you best. Some people like walking in the morning because they feel it revs them up for the day. Others prefer the evening. You won't get additional benifits healthwise from either time. The only consideration about walking at night is if your walk is close to bedtime your metabolism may be sufficiently raised to where you may have a hard time getting to sleep.

Don't listen to anyone who says you burn bodyfat in the mornings better if you don't eat. This simply is not true - when exercising, your body utilizes blood and muscle glycogens first in the form of ATP, and if you don't eat before your walk, bodyfat will not be utilized for energy, most likely muscle will. Be sure to have a fast acting carbohydrate when you wake up and before your walk to prevent this.

The morning is by far healthier for you in general.
If you walk at night, particularly anytime near before you go to bed, it will affect your sleep in a negative way. Walking causes the heart rate to go up, and increases blood flow throughtout the body. In the morning, this is great for you, since it gets blood flowing to your brain faster, and gets you energized/ready to get some work done for the day.
If you do this at night, it gets your body riled up and prepared to do some work, so when you try to go to bed and sleep, you're going to have a hell of time of it because your body wants to go do something and be energetic.
Walking in the morning is the better choice; I can't get myself up early enough to walk before work, and I'm too lazy to walk at night, but hey, I like to think I know what I'm talking about

morning because not only is walking at night dangerous sometimes, but walking in the morning gives you more energy for the day and also you can see where you are going and usually it helps to look at the scenery while you walk to take your mind off the fact that you are actually walking. time goes by faster.

Just getting up the energy, desire and motivation to get up and go outside to walk is commendable!
If you're a morning person, then take your walk in the morning before you go to work, for example.
I, myself, go to the gym every night after work because it fits the best into my schedule. Mornings are too hectic for me.
A nice brisk walk after an early dinner, I think would be ideal!
Have fun!
