my brother is 28 and sometimes complains about his skin moving. he said it's usually in the side of his hand, shoulder, and upper arm. he said he can actually see his skin move in and out, I've seen it before, it moves in and out anywhere from 5-15 times at once. what is it?

Could be a muscle tic or twitch. this happens to me involuntarily sometimes. It's a bit irritating, but I can literally sit there and watch my leg move.

Likely tiny muscle spasms in the muscles lying just below the surface, kind of like hiccups in the tissues.
Most people get this, almost anywhere. Its not serious (as long as he's not in pain).
But he might try increasing his calcium/magnesium and potassium to help reduce them (bananas have these nutrients and eating one or 2 a day might help).

Is it a twitch of some kind? Sounds rather strange. Maybe he should see his doctor.
