Contrary to popular belief. Yes you can!

You won't get a crazy good deal on one that just came off the truck. But a lot of times they will have the same exact car buried in the back of the lot. Salesmen always go and get the easiest one to get to. so walk around find, say 5, of your best pics and check the state inspection stickers and find the older ones. If your state doesn't have inspection stickers, then look for the lowest stock number. All dealers have to pay floor plan interest on all the cars on their lot and the longer they sit there, the more money they pay.

You Can Get A Crazy Deal! On an older age unit that has the same exact equipment as the one that just came off the truck. And most Toyota and Honda dealerships have HUGE inventories, so this won't be that hard.

You can on Toyotas, as they usually have hundreds of 'em sitting around. I have found the Honda dealers reluctant to deal even when they have a sizable inventory, so I haven't bought any.

Honda thinks it's beneath them to have a "sale", so they advertise a sale as "the mid summer event" or some other crap that avoids the word sale.

Toyota isn't proud like that. They know a sale wont hurt their reputation at all.

Not very well. They know that if you don't buy it, someone else will. That does not give you much to bargain with.

Find an ugly car with no options which has been sitting on the lot for 6 months and you can negotiate a great deal (perhaps)
