I used to use this type of rear rack ( http://upload.wikimedia.org/wikipedia/en/thumb/8/8b/Bicycle_rack.JPG/800px-Bicycle_rack.JPG ), but I bought a new rack last week ( http://img385.imageshack.us/my.php?image=30348718sc8.jpg ). As you can see, the metal strip (the red part) are bend upward and my old rack are bend downward. I think it should be attached to the seat, but I can't find any bracket or other thing I can attach it to. The rack only come with ONE bolt. How can I install it?

So those 2 rods that bend up aren't adjustable?
They should attach to bolt holes on the seat stays of your bicycle's metal frame....same place where the downward ones on your old rack attached. Sounds like you have bolts missing.

It looks to me like the rack may be assembled incorrectly. It looks like you may be able to turn the piece in question over the aim downwards. Some of these racks have that function built in so they can fit more types of bikes.

Agreed, you're missing parts/pieces. I don't advise bending those stays, they look like aluminum which will crack instead of bending. You need some sort of mounting bracket for the top part, I think.
