Yes the Bible says He loved all of us while we were yet sinners.
So yes He loves them all.
He doesn't love their actions.
Saddam went to his death still clutching a Quran, so its likely that Saddam is in hell for all eternity.
God would have loved to have saved Saddam before he died.

The Lord is not slack concerning His promise, as some count slackness, but is longsuffering toward us, not willing that ANY should perish but that ALL should come to repentance.
Bin Laden and Saddam were both led away by power or false promises of paradise. Money made them more powerful and accountable than the average man.

Don't think God loves all, in fact the bible states many times that he hates such as those who will drink the cup of His wrath and go down into the pitt where the fire is never quinched and the worm never dies.Also the bible states many things wich are an abomination in his eyes.

This is true for you, for me, and for all those people we think are horrible monsters. God is no respecter of persons.
Could Adolf Hitler have been saved if he had repented? Of course. However, one into his rebellion that deeply is very unlikely to repent (notably, he chose suicide instead.) Your named folk are similar. They are, most likely, so deep into their power quests that they also probably will not wake up, realize they are sinning, and seek God. But it has happened.

Yes,but if they are bad,they must be punished. If my son was a murderer,I'd love him still as I dragged his @ss off to jail.God is the same way.He loves them but they won't get away with any evil they have done.Even G.W.,if he is wrong,he will pay in God's way "Some with many stripes some with few" Jesus said.I said IF.

God loves EVERYONE. He "loves the sinner, hates the sin". God loves us so much that he gave us the the greatest gift of all next to Jesus. He gave us the gift of free choice. He would prefer we all believe and follow Him, but he gave us the choice to make for ourselves. That is the greatest gift you can give anyone.
