why the MCI did not change the rule of 18 months study in transferee medical college on migration for 2nd MBBS

Question

the time a student of MBBS gets migration to other medical college will be 3 months minimum ,after his application then how can the student will appear the 2nd MBBS exams with regular batch if there is a rule of study of 18 months in the transferee medical college to appear for 2nd MBBS exam . The 2nd MBBS examination will be conducted on completion of 12 months to 14 months duration. why theMCI did not amend the rule
