Ethanol (the main component of vodka) is hygroscopic... i.e.. it can "attract" water molecules from its surroundings..... over time, the alcohol will tend to evaporate, and water will tend to accumulate.
I assume that both processes will slow down as the alcohol becomes more dilute.... but it will certainly ruin perfectly good vodka
This dreadful waste can be prevented by putting the top back on the bottle, or drinking it before it spoils.

alcohol evaporates/boils at a lower temperature than water. I don't have a clue if this is right or not, but I imagine that with time, the ratio of alcohol to water will tip in favor of water. Eventually, the whole thing will evaporate. I just think the alcohol will do so slightly faster.

No, even if you boiled out all the alcohol on the stove, the remains would not be water, it would just be Vodka with no (or a negligible) alcohol content. Vodka is still vodka, even if it isn't 80 proof.

No, the best place to store it is in the freezer. It doesnt freeze but keeps fresh!!
