My Doberman howls every single time she hears a siren. She's done it for as long as I can remember.
People used to tell me it was because the sound hurts the dog's ears, but recently I've also heard a lot of people saying it's because parts of the noises the siren makes, sound quite like a dog howling to them, so they howl back at it to let it know where they are.

They howl because the sound hurts their ears. My cats go nutty when the fire whistle down the street goes off for calls.

dogs are social animals. between the procedures they communucate is by vocalization. hearth truck sirens of route sound like howls or whines to them on some element. They reply with their personal communications until eventually I tell them to knock it off or until eventually they study that i'd be quite P.O.ed at them in the experience that they commence howling.

Seriously, the sirens affect the dog's ears. They are sensitive and able to hear higher pitched sounds than humans. What we hear is not all of the siren.

It's the same as when one dog howls in the neighborhood, others join in. They are descendants of wolves and wolves howl together. When a dog hears the siren its canine instincts kick in, and it joins in with the "howling".
