First off your sister is way to young to have sex and will most likely regret it later if she does it now. Your little sister needs to tell the friend that she does not want to nor does she plan to have sex with him. Since your sister is a minor I would have your sister tell your parents what is going on. If she won't then you should. Be protective of your sister and set your friend straight that your sister is too young to even be thinking about doing such an act. If your friend is persistant about wanting to have sex with your little sister then I would honestly rethink that friendship.
Aside from doing anything illegal or morally wrong, do everything you can to protect your sister and make sure she is not taken advantage of by your friend or that he does not become forceful with what he wants.
You know what the right thing to do is so please do it.

Tell your friend how you feel if you're uncomfortable with the idea. I believe he told you because he DIDN'T want to lose your friendship, but is interested in your sis. He could've still gotten with your sis without telling you -- so you'll have to figure out whether you want to continue your friendship with him or not. If your friendship is ended, he'll probably get together with her faster.

to everybody saying call the police, if he is under 18 in most states and under 17 in the rest hes not committing a crime and police cant do anything unless you get a restraint order and he violates it. Even then police have a habbit of not doing **** until someone gets really hurt.
bobs advice would be tell your parents and stay away from him, if you are friends with him it would be easier for him to seduce, have his way and run.

you gotta put ur foot down and let him know how u feel about the whole situation....and if he really like ur sis tell him to develop a relationship wit her first and not just use her for that only purpose.....if he's a man tell him to be a man enough to know that whatever he's doin is wrong....

man i dont know how old you are but that motherfukcer is not your friend!! get rid of his lame ***, and keep him away from your sister!! man you got me fukced up if somebody treid doing that to my lil sis and tried callin themselves my freind!! i would be goping to the state prison for life, on a murder charge!! lol
