This part of the bolt can be critical in certain applications such as a head bolt on an engine. It is often sized to create a slight interfearence fit that locates the 'subject' of its purpose-as in a ball joint or tie rod connection. Be wary of the bolts dimensions in this reguard as it can be dangerous if not properly mated.
