does she think she needs to loose weight? is she over weight or do you think she is over weight?
why don't you talk to her? Ask her how she feels about herself, not what you think. If she thinks she is overweight, then help her. If she doesn't leave it alone. How old is she?

all family has to do some changes to help her.
find calorie/fitness calculator on the net, enter your stats and it will tell you how many calories a day you need to maintain your weight. take 300-400calories off that number and that's how much you need to lose weight.
eat 5-6 small meals a day instead of 3 big ones.
5-8 servings of fruit and vegetables a day.
8 glasses of water a day.
4-6 times a week cardio work out for 30-50min plus light weight training.
no junk food, no sodas, no white flour (white bread, pasta, cookies, cakes etc)

Is your question "how can I get someone else to do what I want them to"? Your niece has a life and she can do that herself....the question is "does she want to lose weight" and if she did then she could ask us herself. It's the old story of you can "lead a horse to water but you can't make them drink". When she no longer fits in her clothes, her buttons pop, she can't see the scale, she's feeling uncomfortable especially in the heat of summer, she can't get the boyfriend she wants, things bounce and someone points that out to her, etc. then she will ask the question "how can I get rid of this stuff".

speak with her and try to understand what she thinks... that doesn't mean that whatever she thinks is true, but it helps you understand how to approach her.
if she really is overweight it's up to you to guide her, since you're an adult and her parents aren't successful in having her lose weight (are they even trying? if not, why not?).
in any case, speak about her health, NOT about boys, fashion and clothes. but DO speak with her... remember she is a kid, so you have the moral obligation to behave like an adult rather than dumping the "choice" on her.
