Sure this is a fine beginner bike for your son. I'm surprised that he would be unable to take a full 20" wheel size, but provided that he can't you are doing the right thing. Don't force him to ride something that he will grow into. That's asking for an accident.

up until the time where he wants to jump the bike off more than the curb or a little ramp, or weighs at least 150 lbs there is not really any bad bmx bikes. if you look in the manual of most complete bmx bikes(even those from bike shops) they will say that basically the bike isn't meant to leave the ground.
