Are you sure it's dandruff? It could be miliary dermatitis, which is common in cats and looks kind of like yellowy dandruff.

If it is bad dandruff, your vet can supply you with correct treatment. You need to use a special shampoo, as regular ones will only dry out the skin more. As with human dandruff, brushing will only make it worse because it stirs up the dry skin.

Increase the humidity in the house and up the vitamin E in her diet(you can get drops too). Bathing will not get rid of the dandruff, it could make it worse by drying out her skin.

Your cat needs more moisture in the diet. Occasionally feed your cat some wet food and make sure it's drinking enough water. If that doesn't work, then a trip to the vet is in order because I do believe that some illnesses can cause dry skin in cats.

They do have the dry baths now. It comes in a powder form and all you do is rub it in and brush it out.

It very well may be the soap you're using on her in the bath...try a specially formulated cat shampoo...maybe with extra moisturizing ingredients...

Glen Haven Skin and Coat Conditioner. It is a prescription spray that really really really works! Ask your vet or look online to see if anyone sells it without a prescription. Hope this helps!
