I hope you arent expecting the post office to come knocking on your door with a refund, becuase it aint gonna happen. Your letter/package will be mailed & that will be that.
I suggest that you just get there early in the morning & be there when they unlock the door. That way, you will be 1st in line. If that isnt an option, just overpay. Just dont expect a "thank you" from the post office. I mean c'mon.... we are talking about the government here.

That works. If you put on too much postage, it will get delivered anyway. There won't be any refund, but not a big deal for 78 cents.

What makes you think it may be it much??It may not be enough,since postage is determined by weight and tax returns can easily weigh 4-5 ounces'...But anyway I'm confused by your asking if "WE" put on the postage..

US postal will just take it. Are there still people using postage mail? Everybody I know do everything online.

It doesn't make the mail go faster. You just spend more money, that's all. You would have to go to the post office and specifically ask for express post. That will send your letter faster.

Nothing - the government wont personally thank you for paying more taxes but they also wont send your package in preference over the others.
