i was talking to a guy that i asked out and he said no a while back and he started to laugh uncontrollably and was smiling at me. and later i saw him and he was starring and smiling at me and got upset when i would ignore him

Don't let things get all to weird. Talk to him straight. Don't endow him with imaginations. Sounds like he does not get out much or is a teen. If so, he may be socially immature, but so are you for asking him out. Let them ask you, you can flirt though.
