Can I use my old style paper driving licence to hire a car in Florida???

Yes, but they often look confused when you produce it as most companies expect a photo ID make sure you have your passport with you and a credit card....I would keep your passport with you as well. made the mistake of trying to buy my 21 year old daughter a beer in EPCOT, said she needed ID or had to look 30....

If you're intending to drive out in the sticks (think Hazard County) then photo license is essential. The local law will be quite confused by a paper thing!

If you have a passport and a credit card then probably so. Just bring a bag of money to pay for insurance.
