Nope. Most are run by a small air turbine and there will ALWAYS be an exhaust noise - the noise of a dental drill.

But - there are also high-speed electric handpieces that do not use an air turbine. They are much quieter, but still have a bit of noise. I mean, anything spinning at about 100,000 rpm or more will make a noise.

No matter how quiet the handpiece is, it will still make a noise when the bur contacts the tooth. It's not the same as the "drill noise," but it's still there.
