Iraq has already had elections. And 100 percent safety in the green zone was never promised, nor has it ever existed, nor was it ever thought to have existed.

Well... given that we don't have 100% safety in OUR national Capitol: Washington (as well as London, Paris, Berlin, Tokyo) I'd say YES.
Then again... using the logic of "IF not 100% safety, we must withdrawl"... when are Hillary, Harry, Nancy, Ted, et al demanding a withdrawl of all federal entities and services from Washington ?
Note that Bejing and Pyongyang and Havanna and Tehran are "safe"... and certainly examples of the antithesis of a free-society.

with out 100% safety in American cities can we ever have free society and elections i mean think about it no matter where you live theres always going to be violence and this is not the first time attacks have happened in the green zone nor is it the last time it will happen

we need to lose this 'green zone' mentality altogether.
if one part of that nation is regarded as safe because it's an armed fortification, i hardly see how the nation as a whole can even remotely be considered secure.
time to leave folks, let these people have their civil war...
