I have been told that the fish symbol was once a secret sign, in the first century when Chistians were hunted down and killed for being 'different' (not pagan or Jewish). In Greek 'fish' was 'ichthys' and written with letters similar to I-X-th-S. And the Christians made this into an anagrem:
I - Jesus (written then with an I, not an english J)
X - Christos (the christ or annointed one)
th (greek Theta letter) - theos , or God
S (sigma) - Savior
Now it appears to be a way for people to label themselves with a symbol.

actually, back when the roman empire was around
many Christians were persecuted and killed for their faith.
So they had to hide and worship, the fish was a marker that fooled officials.
Many just saw it as graffiti , but Christians knew it was a marker for a secret place to worship and practice their faith.
