The very first step to eliminate racial/ economic discrimination of youth is to abolish the questions about color or finance on any government form. This would equalize treatment of people as of birth.

Vote for politicians who have a proven record of support for education and family issues.
Education does not mean " No child left behind" it means preparatory parental classes and consistent early child care.

Mandatory child psychology classes as part of high-school curriculum would prepare future parents or caregivers for the essential responsibility. Along with elective apprentice day-care training for serious credit, it would only take one generation to improve the present poor conditions.
Free childcare would save necessary funds by reducing crime and health problems, all consequences of early childhood neglect.

Funds for these propositions could be withheld from costly non-academics such as school sports or lawn maintenance. Sports can be sponsored by local businesses, and the old gym or field can be rented from the schools. That is how it is done in other countries where sports are actively popular.

If a candidate is serious about restoring the citizen status in all neighborhoods, there must not be any difference made between rich and poor allocation of funds...child means child; all taxes to be divided equally across states or nation. X amount per head, no preference.

Find the Senator or Congressman who is brave enough to focus on that and the local jails and clinics will have a harder time filling their quota.

We can do nothing. Its going to be there, so accept it, and be tolerant of each other.
Communism was designed to do that, but unless everyone is 100% going for it, it won't work. Capitalism always rules out. No one believes that a doctor should make the same amount as a trash collector, but that's what it does.

fixing guidance is the significant. regrettably, the instructor's unions, civil provider workers, and assorted legislators have created a undesirable, failing academic device that supplies high quality guidance (the significant to financial achievement for many) purely to those wealthy adequate to purchase it privately. a sturdy guidance correlates with a center to larger center class way of existence, meaning sturdy housing, well being care, family contributors existence, etc, and has a tendency to maintain human beings out of reformatory. yet an academic device that operates commonly for the earnings of instructors, directors, bureaucrats, and union bosses will for sure fail the scholars who choose it maximum. dad and mom who could have adequate money extra powerful will accomplish that, and the undesirable will stay undesirable in the process the subsequent generations. the only ones who can restoration this (instructors, legislators, bureaucrats) have not have been given any incentive to accomplish that, and in that way the cycle keeps. unhappy yet genuine!

Require that only financially responsible people can have children. Oppression comes from irresponsible parents, not people who work hard and are frugal.
What you are really asking comrade is how can we get more money from the productive members of our society.

The real answer is tell the parents to get off their asses and work harder.

You could stop spending Trillions of dollars on your war machine and spend some of it on giving legal basis to children's rights and making sure their rights are upheld and the laws enforced.

You could then spend the rest on ending world hunger and be hailed as the greatest nation in the entire history of our planet.

Sorry, I forgot. That concept is a bit too much for a nation that is still in the "hunter/gatherer" stage of it's evolution.

We'd have to kill them all, because children will oppress children (guess you missed the study where 90% of all children in school have been bullied).

As long as we have humans who have differences you will get oppression, for it is human nature.
