They hold the four Winds back till GODs servants are sealed in their minds.

Rev 9:14 Saying to the sixth angel which had the trumpet, Loose the four angels which are bound in the great river Euphrates.

Same four Angels, are let loose at the Sixth trumpet

Rev 9:15 And the four angels were loosed, which were prepared for an hour, and a day, and a month, and a year, for to slay the third part of men.

Hour, day, month, year is the appointed time. To slay a third part of men is a spiritual death.
