A lawyer I work for in part, she has me listed as "contract" so she doesn't have to pay taxes on all of her cash income which goes unreported. But she's supposed to give me a 1099 because she has not been withholding. I need to contact the IRS police or something.

If you're working on a 1099, she's not your "employer" and you aren't an employee. But depending on your duties, you possibly should be listed as an employee, with a W-2, not a contractor - a lawyer should know better, but might not do what's right

If she didn't give you a 1099 either, sounds like she's trying to just pay you "under the table", hoping that you'll evade taxes too and keep your mouth shut about her activities. If you do, you're guilty of tax evasion right along with he

You should file your tax return based on your records of what you were paid.

Call the IRS and tell the person talk to all that you've said here.
