Maybe you could contact a rescue if the police arent interested--but I would continue to call the police,or get them out yourself. Have you talked to your neighbors??They are probably horrible people,but maybe you can make them see the light. This is so disgusting. Good Luck.

Go to the ASPCA and tell them as much information as possible. They should handle it by coming to the owners house and asking them about the puppies. They won't arrest them because your town does not have a dog law but they'll probably take the puppies to a shelter and find them a better home. To do somthing about your town having no dog law you could make a petition, call up some friends and ask them to go door to door asking the people to the sign the petion and telling them about the puppies story. I hope the puppies are alright and your town gets a dog abuse law!!

Contact the cops and report them, they'll get ahold of the spca and probaly come to check out the situation, don't tell the owners or they will try to make everything look as good as possible. That is cruelty to animals and if they aren't reported the puppies may die. If there is no dog law there may be a animal cruely law.

Someone has to help these poor puppies. If they don't feed them or give them water and keep them locked in a cage, for a month or more, I'm surprised they are still alive. You need to call Animal Control and report your neighbors for animal cruelty, before it's too late for those poor puppies, if it's not already. You can tell them that you want to remain annonymous, if you don't want your neighbors to know, it was you that repoted them.

They need to be reported and soon. When I report someone I give them my name and ask them to drop by and get me to take them to the place. Some times they do sometimes they don't. You need to help these fur babies and soon. The only thing I want to say to you is that you need all your ducks in a row, meaning you should have proof to back you up. If you report this and they find the dogs to be in good health it could cause you a lot of trouble. What you say here those puppies should be real skinny and very well on their way to dehydration, flea infested, and dirty. so to save their life you need to report this.

Your best bet is to call your local dog warden and find out the law. They should go investigate immediately. If they don't, keep on making formal complaints until an investigation is done. If you do have a local humane society, call them as well. If you don't, contact the national humane society and find out how they can help.
How awful for the pups and they are lucky to have a concerned person (you) looking out for them.

Let your ASPCA know however you should also let your local authorities know as well. Call the non-emergency line and let them know what is going on. Animal abuse is not tolerated even if there is no dog law. It is a felony offense in most states.
