No, but they can be erogenous zones. An aphrodisiac is usually a food or chemical that is introduced into the body to bring about pleasure. Erogenous zones by contrast, are already present in the body, and stimulate pleasure similarly.

Psychologically speaking, if you make something forbidden for an extended period of time the mind tends to start focusing on that one thing (or groups of things) to an abnormal level at times. In a study, it had been shown that women who were forced to use they rhythm method of contraception (to the Catholic extreme) found themselves focused only on having sex to a level of distraction they'd not previously known.
