It's a congenital anomaly ("birth defect") where there is a gap in the roof of the mouth. It may also include cleft lip where the lip is split. It can be corrected with surgery. Speech therapy is often needed as well; people with cleft palate often have problems speaking clearly.
I work for an agency that provides services for people with mental retardation and developmental disabilities, we have some clients with cleft palate and/or cleft lip.
Two well known actors have cleft lip--Joaquin Phoenix and Stacey Keach. I think both of them may have had surgery but the scar is pretty obvious. It's not as obvious for Keach because he usually has a moustache.
I saw the other answer where somebody said a couple aborted a baby because of cleft palate--I'm really surprised somebody would do that. Sometimes a baby might have trouble eating at first, but it usually doesn't turn out to be a serious problem in childhood or adulthood--most people do well with surgery and speech therapy.

Yes, cleft palate and cleft lip (no longer called "hare lip") are birth defects, but are certainly the easiest of all birth defects to fix. They are also the most common, occuring once in 700 live births.
The repair of the cleft is done surgically by either an ENT or a plastic surgeon. The timeline and number of operations vary depending on the type and extent of the cleft. Look up "craniofacial disorders"

My daughter went through cleft lip surgery at 6 months and cleft palate surgery at 1 year..They loosen the muscles underneath and basically, well, strectch and stitch it together..Sometimes it might take multiple surgeries depending on the size of the cleft or if they develop holes, called fistulas..Recovery takes a few weeks but the result is amazing..If the gumline is affected they usually wait until they are 8 and use a bone graft from the hip to fill in the gap..Ooo and to the person who responded before, PLEASE don't call it a "hare-lip"..And, no bone or metal is used for the palate..Never heard of that one before..

I believe it begins as a genetic disorder. As the baby forms the hard pallat at the roof of the mouth doesn't join together so a hole is left. The baby will have problems sucking and swallowing as a result. Constructive surgery has to be done to correct this birth defect. Last year it was reported that a couple had an abortion because the baby had a cleft pallat, it was very controversial and most people disagreed with the Doctor who agreed to the abortion

A cleft palate is a birth defect where the hard palate forms in 2 halves and does not fuse in the middle for some reason. It may also come with a hare lip.
There are a number of ways to repair a cleft palate. They used to put a metal patch in there, but that made the voice sound funny. Bone has been put in there and that makes the voice sound more normal.
