During the tribulation Jews are dieing...so when the Lord returns, He comes back for a remnant of believing Jews.

What happens is that through the process of the tribulation a remnant of Jews become believers and the Lord protects them till His return.

The last sentence of this passage helps to clarify it - "and the remnant were afrightened, and gave glory to the God of heaven"

Mt 15:31 Insomuch that the multitude wondered, when they saw the dumb to speak, the maimed to be whole, the lame to walk, and the blind to see: and they glorified the God of Israel.

Rom 11:2 God has not rejected His people whom He foreknew. Or do you not know what the Scripture says in the passage about Elijah, how he pleads with God against Israel?
Rom 11:3 "Lord, THEY HAVE KILLED THY PROPHETS, THEY HAVE TORN DOWN THINE ALTARS, AND I ALONE AM LEFT, AND THEY ARE SEEKING MY LIFE."
Rom 11:4 But what is the divine response to him? "I HAVE KEPT for Myself SEVEN THOUSAND MEN WHO HAVE NOT BOWED THE KNEE TO BAAL."

Don't over analyze this. The 7k are unbelievers that get killed in the earthquake.
There are some things in Revelation that merit more study & knowledge of history - they are what I call "layered prophecy", but this is not one of them.

It implies that these people were sinners who at the last moment gave praise to God and were raised by a mighty act. In other words, they repented.
