The only thing you can do is tell her before someone else comes along and snatches her from you. If you don't tell her then she will never know, then nothing will ever happen between you to. If you tell her, she will tell you if she feels the same or not. If she does feel the same GREAT !!!. If she doesn't feel the same, atleast you know that there will be no ' what if's '. Not telling her at all will make you live your life not knowing what could have happend. It's better to know then to not know. If it doesn't work out how you wanted it to, then atleast you no it wasn't meant to be, and that you can move on with your life.

I find it rather hard to have 'love' feelings for someone who doesn't know how you feel. Do you communicate with this person at all? Is there any kind of friendship involved? If so, then your feelings would be hard to hide. If you are observing someone from a distance and harboring these feelings and they don't even know about you - then I'd say your first step is to get to know this person. You have provided so little information, it is hard to evaluate or advise.
