Sunshine, It all depends upon where YOU are. If you are in New York, you add 5 hours to what ever time it is where you are. (Noon in New York, 5pm in Blackburn). If you are in Hong Kong, there is a different number of hours that you add or subtract. A globe would help you visualise it.
