I have never heard of a bolt action 30-30, and there is a world of difference between that and the 30-06. What range will you be hunting at? Closer than 150 yards the 30-30 will work but those are usually lever action. Still a good choice and faster if you need a second shot. If you want to shoot farther than that, and need more power then the bolt action is your best bet. I prefer the .308 to the 30-06 because it is almost as powerful and it is a lot shorter so you don't have to pull the action back as far and the rifle will likely be slightly more accurate.
As far as the legality: check your state laws but many states allow private firearms sales as long as neither party is in business and both parties live in the same state. Out of state you have to go through a gun dealer.

Savage made a bolt action 30-30. It was a model 340. But you are looking at two radically different calibers. I would stay away from the 30-30 if I had to choose between the two. 30-06 is just so much more versitile.
