If they're scared of dogs, they're just called a person who's scared of dog.
A phobia is something much more extreme - someone with cynophobia will not be able to go anywhere near a dog without sweating, shaking and being generally terrified. Even the thought of going near or touching a dog will be enough to frighten the life out of them.
