the timing belt broke does this mean the head needs to be removed an reconditioned or can i jus replace it with a new belt

Sorry bent valves and cracked valve guides and other bent dammaged parts. Remove the head pull the motor and rebuild the whole thing. Doing the top end will only make the rings leak oil past.

Did it break while driving? Even if it did that car has (i believe) a non-interference motor. That means when the timing belt slips or breaks the pistons wont kiss a valve and the car just dies, and saves you a fortune.
