I can think of a few reasons:
1. To "tenderize" their sleeping spot
2. To check the spot for anomalies (such as wet spots, bugs, dips, etc)
3. To check the environment. You would like to know where you are vulnerable to attack at (such as the opening to a cave, an open door, hallway, a hill which you can not see past, you get the idea), and if there are any nearby potential threats (such as other animals nearby). After all this is where you're going to lie down for the next while.

It's an instinctive holdover from wild dogs. They create a bed in the wild by trampling down the grass, dirt or snow to make a small trench for their bodies. Nobody knows why this is good, but all wild dogs do it.

My dogs and my horse do the same thing. I'm pretty sure that they do it to make sure that the area is dry. They don't want to lay down on a wet spot. Whenever my horse rolls around when he's sweaty, he sniffs the dirt or arena sand and searches for a dry spot first.

I guess so they can make there spot comfortable. Like at night before i sleep i turn over a few times before i sleep lol.

They sometimes try to rearrange cushions, blankets as they circle and I think they're trying to make a bed for themselves when they do that. They're trying to get comfortable.
