It depends on your overall body weight. I have big calves as well and like the early post could never buy boots that would go over my calves.
However, I am naturally thin and absolutely nothing is going to make my legs smaller. They are the size they are. My calves wouldn't get to be "normal" size until my body weight was dangerous probably around 80lbs.
So are you overweight or just large calves?
I spoke to my trainer about this b/c I was concerned as well as just as there is nothing you can do to make them smaller, no training will make them larger either. If you have fat, calf raises, stretches like downward dog, and stairs will make your legs more muscular. Basically you'll be getting more cardio in your day (which is good) and perhaps if you have fat on your legs it might drop a lil. But not if your legs are like mine and just a huge amount of muscle.
Then unfortunately you can't do a thing about it. And you must learn to accept your body for what it is. Men do not judge a woman on her calves. I used to be self-conscious about it and was talking to a couple boyfriends. What I discovered is that neither one of them had EVER noticed that my calves were larger than the average woman. They just weren't looking there. It's completely a woman thing to obsess over the parts of our body we can't do a thing about. So you just have to let it go, workout to the benefit of your health and learn to accept your body with the curves it has on it.

Most people have the opposite problem as you: they want bigger calves. According to the limited information you gave, I'm guessing that your calves are mostly fat with some muscle. After all, who would want to lose muscle? If this assumption is correct, then taking the stairs should make your calves smaller because you would be burning more calories than usual, including those stored in fat around your body. There are so many environmental and hereditary factors involved that it would be impossible to explain it all here. I guess my main point is that people who have more fat than normal, have muscles that aren't well defined because of a layer of fat on top of those muscles. Taking the stairs should simultaneously build up your calve muscles and burn off the fat around them.

Well, 13 inches is certainly not big or bulky. I always laugh when people talk about their 'fat' 20 inch thighs or 'huge' 25 inch waist. Everyone thinks they are fat even when they are skinny!!
Maybe your issue is just that you need to firm and tone up your calves, not make them smaller. You can take up yoga or pilates or try some of these exercises: http://www.shapefit.com/training-calves.html

I know just what you mean about fat calves. I could never wear those zip-up boots because they wouldn't zip over my calves.
Running and heel raises toned my calves and shed some extra fat. I would say stairs would be good for your calves.
