Depends what you consider when you said best. If you mean sand softness that would be Jones Beach. If you mean interesting people that would mean Long Beach. If you mean getaway from the NYC hustle an bustle that would mean Robert Moses. If you mean celebrity watching that would mean East Hampton. Then you have the North Shore, which is mostly town or private beaches.

My personal favorite is Long Beach. It's not really too crowded, and has really soft sand, and the boardwalk is close to the ocean. Jones Beach is really crowded, all the time, and it's so wide that it's a real hike from the boardwalk to the ocean, not to mention an even longer hike from the parking lot to the boardwalk. The only problem with Long Beach is that parking is terrible.

the only thanks to substantiate is to the contact the Humane Society or animal centers of your community PD and County Mounties. In florida they no longer in ordinary words have dogs parks, yet dogs beaches, the position you're accepted to allow your dogs run off lead, and play in the water. they supply trash recepticals, muddle %. up bags, and sparkling water showers for the dogs.
