Please answer the following questions:

(1)Please tell how do I know whether I have a dynamic IP or static IP.My IP doesn't always change each time I start my PC but at times it does change.
(2)Is it absolutely necessary to have a static IP to download torrents?
(3)Which services do I need to enable to download torrents?
(4)What else do I need to do to get rid of the NAT problem?

1) If it changes at all, it's dynamic

2) Absolutely NOT

3) The normal ones, nothing special about them.

4) If you don't have a router, why would you have any NAT problems?

It seams you seached the web for how to improve your torrent downloads, most articles related to port forwarding etc.. with rounters, but you dont need to worry about this.
1) to see if you have a staic or dynamic IP, go to start, then run (or accessories then commnad promt) and type 'ipconfig /all" you will get your connection info, look for DHCP if it is enabled then you have a dynamic IP if its disabled then you have a fixed IP and you can see it in the list.

You do not need a static IP for downloading,
There is no service you need to activiate, but some ISPs block the default ports that torrents use so in the help of your torrent check to see how to chance the default port.

Your NAT problem might be caused by a firewall, if you have one make sure it llows the torrent acces to the ports it needs or allow the torrent application to connect to the net.

Again dont get too caught up in the tutorials online as lots realate to routers, portfowarding etc... you dont have any of these issues as you have no router
